yeah i'll agree, and at the highest level of every league, it's a blanket statement that's true. every major team essentially outsources their youth systems. To have a youth system that can provide for every position adequately would take an investment that is 5 times larger (if not more) than what United have done in their academy. This especially is in reflection to United's fantastic Academy system which is legendary for it's products.
That said, Bayern, Real Madrid, Milan, Lyon and Barcelona are all as guilty and trying to marginally say one does it more than another is a fools task. That said, there is a difference and Chelsea is my exception.
