The 31-year-old has struggled to establish himself in West London since his £30million move from Milan in 2006.
The Ukrainian is a big fans favourite at Milan having scored 173 goals in almost 300 matches for the Rossoerni during seven seasons at the club and Berlusconi would love to have him back at the San Siro.
Ideal choice
"It would be good for Shevchenko to return to us," Berlusconi told Gazzetta dello Sport.
"I think regularly about Shevchenko and I often speak to him.
"The fans would understand that this would be the ideal choice for us."
Berlusconi also revealed he could offer injured striker Ronaldo a new deal with the Italian giants.
Ronaldo, whose current contract ends in the summer, is recovering from a serious knee injury and there have been fears over his future.
However, Berlusconi is ready to offer the Brazilian a deal if he can return to full fitness.
"If he has the will, he will return," added Berlusconi "I would like to give him a performance-related contract in order to motivate him."
Berlusconi also gave his backing to under-fire coach Carlo Ancelotti despite the club's poor run of form.
Milan face a fight to qualify for next season's UEFA Champions League as they currently sit in sixth spot four points adrift of the lucrative fourth place.
Backing
Berlusconi has given Ancelotti a vote of confidence saying he has no plans to axe him.
"Carlo is going very well," noted Berlusconi.
"You change in order to improve. For Milan who could I find better?"

I think it won't do any harm to Chelsea if Sheva leaves. He never settled and never played like he did for Milan.
But if Drogba leaves as well then I guess it will be a problem as they will have to buy another striker. As David Villa announced his desire to leave Valencia, Abramovich's money could bring Villa to Chelsea.
The most important question is: will Shevchenko be the same as Milan's fans remember him or not?
